Illegal Dumping 不法投棄

豊平川上流の川岸に捨てられていたゴミ。　確かに札幌もゴミの有料化が始まり、お金が無ければゴミも捨てられない状況になっているのは理解できるが、人間としてこれは無いのでは？

This was found at upstream of Toyohira river in Sapporo. I do understand Sapporo has started charging you money to throw gabages and if you don't have money you can't even throw garbages now. However this is not right.......
